What is the Wellington regional Waste Management and Minimisation Plan (WMMP)?

    The eight councils in the Wellington region have worked together to produce the Wellington region WMMP. 

    This joint plan outlines how the eight councils, mana whenua, and the community - including residents, industry, enterprises, organisations, and visitors - can work together to transform how we generate, manage, and minimise waste in the Wellington region. 

    What is the Hutt City Council Local Action Plan?

    As part of the WMMP, each council has developed a Local Action Plan specific to their district or city. The Hutt City Council Local Action Plan (LAP) feeds into the wider vision and objectives of the draft WMMP, and provides a pathway for how we plan to shift to a low waste and low emissions city through exciting new actions as well as building on current efforts and initiatives already underway. 


    What are the main actions for Hutt City Council? 

    Our new draft LAP prioritises actions which support our city to reduce, reuse, repurpose and recycle more waste and materialsThis includes investing in and/or making sure we have access to key infrastructure, such as an organics processing facility and resource recovery networks, as well as ensuring collaboration in this space. Some of our key actions are below: 

    • Continue to support and strengthen the relationships with our waste minimisation partners. 

    • Investigate, consider, trial and/or implement ways to reduce the disposal of food and/or green waste to landfill. 

    • Prioritise decarbonisation of all Hutt City Council solid waste contracts by incorporating this approach into relevant Council procurement processes. 

    • Support regional investigations into methods/technology for monitoring and reducing litter, illegal dumping and other contaminates from entering our infrastructure networks and natural amenities. Additionally, investigate, consider, trial and/or implement remediation and further actions (including the use of technology) to prevent harm to our natural environment caused by litter and/or illegal dumping. 

      

    What does this Hutt City Council Local Action Plan mean for me?  

    We all play a role in the waste management and minimisation system, either as a producer, consumer, or processor of waste. 

    The Hutt City Council Local Action Plan will set the direction for Lower Hutt as we work together towards reducing waste and lowering our carbon footprint. Our intent is that you will have more options available to divert your waste from landfill, either through our current kerbside services and new and/or improved centres and facilities to compost or reuse of materials. We also intend to support and promote businesses and communities who are already doing good work in reducing waste and other waste minimisation initiatives.  

    How was the Hutt City Council Local Action Plan created? 

    The plan is the product of workshops with various stakeholders including local businesses, and community groups. These workshops provided Council with great insights into what was going well, what was not going so well and what further actions would be needed to drive greater waste minimisation in Lower Hutt. 

    How will the actions be funded? 

    The actions will mainly be funded through the money Hutt City Council receives from the waste disposal levy to be spent on waste minimisation activities. The levy is imposed by central government on landfills across New Zealand and 50% of it is distributed to councils based on population. The Council will also be applying for funds available from central government to support our waste minimisation activities. Some general rates and targeted rates will also be used to fund activities. 

    Who is responsible for implementing the actions? 

    The draft WMMP (2023-2029) represents a shift to a more collaborative approach with mana whenua, businesses, industry, and communities. We recognise that councils are primarily responsible for carrying out the actions, but progress cannot be achieved without everyone working together. We will need support and commitment from stakeholders across Lower Hutt to play their part to help us achieve a low-waste future.
